Booting with the TV*TEXT disk brings up WORKBENCH rather than CLI.
Running this version of TV*TEXT from WORKBENCH can actually result in an INCREASE in available Graphics Memory. In order to realize this advantage, you must be sure that the TV*TEXT window is the ONLY window open on WORKBENCH when you click an icon to run the program. TV*TEXT can then close WORKBENCH and utilize its memory. When TV*TEXT exits, it will automatically reopen Workbench.
Chapters 1 and 12 of the Manual state that running TV*TEXT from WORKBENCH will result in less Graphics Memory being available to the program. This remains true if other WORKBENCH windows are open when TV*TEXT is run.
